What is an oscilloscope and what is it used for?

The most important criterion is the bandwidth of the device. This determines the frequency range that the oscilloscope can record or display. If you are a passionate hobby tester, a bandwidth of 200 KHz may be sufficient, but the rise times of the signals also play a significant role in determining the ideal minimum value. Note that oscilloscopes with a higher bandwidth generally cost more.
Furthermore, you should make sure that the model you favor has a sufficient number of channels.
